2025年，南通以国际科技合作基地、国际合作开发园区、重点外资企业为主阵地，聚天下英才、汇国际资源、谋合作共赢，嘉吉粮油、YKK AP、科森新材料等重大外资项目开工建设，斯堪尼亚商用车项目建成投产，南通的国际“朋友圈”越来越大。我们持续推进工作证申请、工作居留申请、社保卡申领、社保登记、职称评审等外国人来华工作“一件事”办理，邀请相关外国专家现场感受“苏超”激情，让更多外国人才熟悉南通、融入南通。全年新引进外籍人才近800人，在通工作的持证外国专家超1800人，A类外国专家增幅连续3年位居江苏省前列。
过去的一年，广大外国专家积极投身南通经济、科技、教育、文化等各领域建设，在促进国际科技交流合作、引进先进技术和管理经验、助推产业转型升级等方面发挥了重要作用、作出了积极贡献。尤其是经济技术、教科文卫领域的外国专家积极履行社会责任，在积极推动对华友好，讲好中国故事、传播中国声音方面发挥了重大作用。在此，我们谨向各位外国专家表示崇高的敬意和衷心的感谢！
2026年，我们将持续营造市场化、法治化、国际化一流营商环境，营造尊重知识、崇尚创新、包容失败的社会氛围，在待遇保障、出入便利、子女配偶服务等方面不断完善相关政策，着力打造“类海外”发展环境，为各国科学家、企业家、投资人来通干事创业提供更加便利优质的服务。我们真诚期待各位专家继续扎根南通、深耕南通，成为南通“最佳城市合伙人”。我们真心希望广大外国专家能够在世界舞台上，继续讲好南通故事、扩大南通影响，帮助带动更多创新资源集聚南通、海外人才选择南通，优质项目落户南通。

Dear foreign experts and international friends,
The snake bids farewell to the old year with blessings, and the horse hoof congratulates the new year. The Spring Festival of 2026 is approaching, and we would like to extend our festive greetings and best wishes to the friends and family members of foreign experts working and living in Nantong!
In 2025, Nantong focused on international science and technology cooperation bases, international cooperation development parks, and key foreign-funded enterprises, gathering talents from all over the world, gathering international resources, and seeking win-win cooperation. Major foreign-funded projects such as Cargill Grain and Oils, YKK AP, and KoksanNew Materials have started construction, the Scania Commercial Vehicle Project has been completed and put into operation, and Nantong's international "circle of friends" has become larger and larger. We continue to promote the "one-thing" handling of work permit applications, work residence applications, social security card applications, social security registration, professional title review, etc. for foreigners working in China, and invite relevant foreign experts to experience the "Suchao" passion allows more foreign talents to familiarize themselves with Nantong and integrate into Nantong. Nearly 800 new foreign talents were introduced throughout the year, and more than 1800 certified foreign experts were working in Nantong. The growth rate of Class A foreign experts ranked among the top in Jiangsu Province for three consecutive years.
In the past year, a large number of foreign experts have actively participated in the construction of Nantong's economy, science and technology, education, culture and other fields, and have played an important role in promoting international scientific and technological exchanges and cooperation, introducing advanced technology and management experience, and promoting industrial transformation and upgrading. Foreign experts in the fields of economy, technology, education, culture and health actively fulfill their social responsibilities and play a major role in actively promoting friendship with China, telling China's story well, and spreading China's voice. Here, we would like to express our high respect and heartfelt thanks to all foreign experts!
In 2026, we will continue to create a market-oriented, legal, and international first-class business environment, create a social atmosphere that respects knowledge, advocates innovation, and tolerates failure, and continuously improve relevant policies in terms of treatment guarantees, convenient access, children and spouse services, and strive to create an "overseas like" development environment and provide more convenient and high-quality services for scientists, entrepreneurs, and investors from all over the world to start businesses.
